BOARD OF DIRECTORS

Raul S. McQuivey, Ph.D., has served on Sutron's Board of Directors since 1976 and as President, Chief Executive Officer, and Chairman of the Board of Directors since January 1989. Dr. McQuivey served as Executive Vice President from September 1980 to January 1989, Treasurer of the Company from March 1983 to March 1984 and as Secretary from March 1983 until September 1989. Dr. McQuivey earned a B.S. in Civil Engineering from Utah State University in 1961, an M.S. in Civil Engineering (Hydraulics) from Colorado State University in 1963, and a Ph.D. in Civil Engineering (Hydraulics, Hydrology and Fluid Mechanics) from Colorado State University in 1967. He is a Registered Professional Engineer.

Daniel W. Farrell has served as a director since 1988 and as Vice President of the Company since March 2, 1984 and Secretary since September 1, 1989. Mr. Farrell joined the Company in September 1976 as a staff scientist. He was promoted to the position of Director of Engineering in August 1989. Mr. Farrell received a B.S. in Chemistry from Brigham Young University in 1976.

Andrew D. Lipman has been a partner and head of the Telecommunications Group of Swidler Berlin Shereff Friedman, LLP, a Washington D.C. law firm since 1988. He is currently Vice Chairman of the firm. From 1987 to 1997, Mr. Lipman also served as Senior Vice President for Legal and Regulatory Affairs for MFS Communications, Co.,
a competitive telecommunications provider. He also currently serves as a member of the boards of directors of MPower Communications, a competitive telecom carrier; TMNG Inc., a telecommunications-related consulting firm and Nu Skin Enterprises, a personal care and nutritional supplements provider. He received a B.A. degree from the University of Rochester and a J.D. degree from Stanford University.


Leland R. Phipps has served as a Director and Chairman of the Audit Committee since March 6, 2008.  Mr. Phipps began his career with KPMG Peat Marwick working in the Private Business Consulting Practice from 1982 to 1983.  He worked as Controller and Chief Financial Officer of Concept Automation, Inc (CAI) from 1983 to 1989.  He was promoted to CAI’s President and Chief Operating Officer in 1989 and remained until 1995 when CAI was acquired by BTG, Inc.  During his tenure at CAI, revenues grew from $500 thousand to approximately $100 million.  He was a Senior Vice President over Integration and Network Systems with BTG from 1995 to 1997 and was responsible for a new business unit that began with a backlog of $20 million and grew to $60 million of revenue within two years.  Mr. Phipps founded Plexar Corporation, an investment management, consulting and private equity firm, in 1997.  Mr. Phipps is a Certified Public Accountant.  He received a B.S. degree in Accounting and a Masters degree in Accounting and Information Systems from Brigham Young University.


John DePodesta was a co‐founder of Primus Telecommunications Group, Inc. ("Primus") and served as a Director, Executive Vice President, Chief Legal Officer, Chief Corporate Development Officer and Secretary from 1994 to 2010. Mr. DePodesta served as the Chairman of the Board of Iron Road Railways Incorporated, which he co‐founded in 1994. He has served as Senior Vice President, Law and Public Policy, of Genesis Health Ventures, Inc. He has served as "of counsel" to the law firm of Pepper Hamilton LLP. Mr. DePodesta began his career as the General Counsel of Consolidated Rail Corporation and General Counsel‐ Reorganization for the Penn Central Trustees. Since 1994, he has served on the Board of Directors of Educational Credit Management Corporation and the Boards of its subsidiaries. Mr. DePodesta holds a BA from Harvard College and a JD from the University of
Pennsylvania Law School.


Larry Linton founded Landa, Inc. in 1969 and served as Chief Executive Officer of Land until its sale in 1999. He is currently the owner and Chief Executive Officer of Water Tech Industries, a drinking water equipment manufacturing company, located in Carrollton, Texas. Larry began his career with First National Bank of Oregon as a Credit Officer and Commercial Loan officer. Linton is a current member of the Brigham Young University ("BYU") President's Leadership Council. He is a past President of the Cleaning Equipment Manufacturers Association (CEMA). Larry earned a B.S. in Business Management from BYU and an MBA from Arizona State University.


Ashish Raval is currently a Senior Vice President of Sutron Corporation, managing the Integrated Systems Division (ISD). Since joining the Company as an Applications Engineer in 1996, he has held positions with increasing responsibility. He was promoted to Vice President of ISD in 2001 and to Senior Vice President in 2010. Mr. Raval began his career as an instrumentation engineer with Walk, Haydel & Associates, a Dames & Moore Company. Mr. Raval has a Masters Degree in Electrical Engineering specializing in Control Systems from University Of New Orleans.
